There are a few different ways that you can use to obtain these Meal Powers.
First, you can go to any of the restaurants in the game and look at the menu. Each food item will have different Powers, usually up to three. Before you purchase a food item, it will tell you each power it has, so you can buy the item that best suits your needs.
Another way to obtain these is by creating sandwiches at a picnic spot. You can collect ingredients from people whilst out in the wild, or stores in cities also sell individual ingredients. You can check the status of your current meal powers by hitting the right key on your D-Pad in Pokemon SV. This would bring up the Notice Menu to the right of your screen. You can find the elapsing time of your active meal powers from that section. With the timer bar, you can track your Meal powers and make its full use.
You can also track your crafting recipes from this menu in the TM Machine tracking section. All the Meal Powers last for 30 minutes in Pokemon Scarlet Violet. Once you eat a dish, the timer starts running as you explore the Paldea region. If you wish to stop the timer, you can Pause the game or head to the Home Screen. But that would pause your active Meal Powers timer until you start the game again.
